I worked with Bill when he was the PECO Fleet Manager. I was one of his vendors. Bill carefully and progressively switched the fleet over from conventional fuel to a biodiesel in order to improve the fleet's environmental footprint and increase energy independence. Bill's graceful leadership and thoughtfulness through this novel process were inspiring. Bill was clear, supportive, fair, and warm. He was such a pleasure to work with, always. I am so sorry to learn of his passing. I am grateful that I had the chance to work with him.
