He attended Bristol Township High school where he played football on the 1949 JV football team and participated in track and field. In 1950 Frank enlisted into the Army and was stationed in Germany with the 24th Constabulary Squadron – Border Legion through 1953.
After his service in the Army, Frank met and married his beautiful wife and best friend, Katie. Frank was employed by Nesbitts of Philadelphia for 25 years after which he started his window cleaning and janitorial business that he operated for the past 40 years.

For the next three decades he played fast-pitch softball with Tullytown Tavern, Marek’s Café, Christian 9 and Big Jim’s of the Penndel Softball League. In 1960 Frank led Marek’s Café to victory in the A.S.A State Championship. In his final season at age 53 he batted 301 and was selected to the ALL Star team.
After his fast-pitch softball days, he became a PIAA official and officiated High School basketball, football and girls fast-pitch softball culminating in being selected as the back judge for the 1990 PIAA AAAA state football championship game. He continued as a PIAA official through November 2014.
Frank greeted everyone he met with a smile, a hug and a pat on the back. One of his greatest joys was the annual “Lumpkin Vacation” at the Jersey shore in Sea Isle City surrounded by all his children and grandchildren.
